Answers to Your Questions About Financial Aid for Undocumented Students


  • Undocumented students attending DVC are charged out-of-state tuition fees ($346 per unit). To qualify for reduced tuition ($46 per unit), students must provide proof of AB540 eligibility by submitting the Non-resident Tuition Exemption Request Form [PDF] to DVC Admissions with a copy of high school transcripts.

  • Undocumented students who meet AB540 requirements are eligible to apply for state funded financial aid programs. To apply, students must complete the California Dream Act every year, ideally by March 2nd. The FAFSA is the financial aid application for citizens or permanent residents. Undocumented students should not complete the FAFSA unless they gain permanent residency or citizenship.

  • The California Promise Grant is a state-funded program that waives that $46 per unit tuition fees for students who meet the requirements. To apply, students must complete the California Dream Act.

  • The Cal Grant is a state-funded program that provides up to $1656 per year to help students with college expenses such as books, supplies, transportation, housing, etc. To apply, undocumented students must complete the California Dream Act and the GPA Verification Form by March 2nd.

  • NO. Deferred Action for Childhood Arrivals (DACA) is NOT required to apply for the CA Dream Act.

  • Extended Opportunity Programs and Services (EOPS) is a comprehensive retention and support program designed to promote the academic success of low-income and educationally disadvantaged students. Undocumented students who are eligible for AB540 and the California Promise Grant may apply for EOPS.

  • Yes, undocumented students are eligible to apply for scholarships that do not require citizenship.

  • DVC has partnered with the Immigration Institute of the Bay Area (IIBA) to provide free immigration legal consults to students. During a general immigration consultation, you will be able to describe your situation and receive free immigration legal advice from an IIBA attorney or qualified legal representative. To schedule an appointment, please call (925) 237-8581 ext. 11.
