Who is a California Resident?
To be considered a California Resident, you must:
- Be a US citizen or have legal permanent residency in the United States AND
- Have lived in California for a least a year and a day.
AB 540 Exemption from Non-Resident Tuition
Dreamers do not meet the requirements for California Residency; however, Assembly Bill (AB) 540 provides an exemption from paying non-resident tuition fees for students who meet ALL of the following requirements:
- Have attended a high school in California for at least three years
- Have graduated from a California high school with a diploma or equivalent (GED, HS proficiency)
- Submitted the California Non-resident Tuition Exemption Request Form to the Admissions Office
- Submitted a copy of official high school transcripts to the Admissions Office

Dreamers who meet the requirements for AB540 are eligible to pay the equivalent of California Resident fees. AB540 students are also eligible to apply for the following programs:
- California Promise Grant (fee waiver)
